The Federal government spends $80B each year on IT, but doesn't get $80B of value. Innovative, venture-backed tech firms often find the federal marketplace confusing and too expensive to enter. And yet, there are innovative reforms like 18F's new agile BPA (link), and a recognition that smaller and more nimble firms are building scalable and compelling software, at a fraction of the price that incumbent vendors charge to build custom systems. To deliver on its important missions and remain globally competitive, the U.S. government needs to find a way to make it easier to find and buy commercial software from leading tech companies.
